History of Casinos in Indiana

Today, there are 13 physical casino resorts in the Hoosier State, most of which opened immediately after the 1993 Indiana Riverboat Gaming Act was passed. Prior to this, all forms of casino gambling were explicitly outlawed in state law. In fact, all forms of gambling were illegal in Indiana throughout its entire history, until the Indiana public voted in favor of legalizing the state lottery in 1988, which brought the ever-popular Hoosier Lottery into being.

Following this, there was a growing clamor for the legalization of casino gaming, sparking off a years-long debate over how best to approach it. Multiple attempts were made to pass legislation permitting casino operations in the state, with bills in 1989, 1990, 1991, and 1992 all failing to pass the Indiana Senate.

However, it was the amended version of the bill in 1993, which specifically stated that the casinos would be “riverboat” casinos, located only on floating vessels in major waterways, which won the support of lawmakers.

The 1993 act allowed for 11 new casinos to be licensed, with five licenses allocated to Lake Michigan, five to the Ohio River, and one to Patoka Lake. With that, the Indiana Gaming Commission (IGC) gained the power to grant new licenses and supervise all casinos to ensure that they operated in a manner that was in the best interests of the consumer.

Since then, three additional casinos have opened up, including in Gary and Indianapolis. The rest, as they say, is history.
